The Boston Rental Assistance Fund was established in November 1999 as a means to assist homeless individuals and families, who, lacking necessary rental “start up” funds, were forced to remain in shelter. Over time, BRAF has evolved to serve a critical need in Boston’s Continuum of Care through its Coordinated Entry System, by providing assistance to homeless individuals and families in shelter or on the streets to address the up-front financial barriers to obtaining a permanent housing opportunity. In addition to pursuing traditional housing situations (i.e. household signs a lease to rent an apartment), BRAF is to be seen as a “barrier buster” resource, meaning that case managers that access BRAF on behalf of clients are encouraged to explore creative but viable housing opportunities; examples may include reunification with family / friends, roommate situations, renting a room within a larger house or other permanent housing arrangements. BRAF can also assist formerly homeless clients that have stabilized in housing with “moving on” to new permanent housing opportunities that are less service intensive, thereby opening up supportive housing opportunities for those with higher service needs. Uses for this money can include first/last month’s rent, security deposit, moving costs and other expenses that may be required to secure an apartment. BRAF funds can also be used for a shallow rent subsidy for up to one year.
